Xixbythe never had a king. In the first period the different small tribes kept to themselves and were led by a local chief. During the troubles, tribes made alliances and were led by warrior chiefs. But most of them were killed in the battles and when things finally calmed down the tribes had become mixed and each village had its own council. The largest city Xixbythe City also had its own council, but if there were problems between the smaller towns, Xixbythe City played the role of adjudicator, so it was a little more powerful than the others.
Sometimes outlying towns would still be attacked by enemies coming from the unknown lands, but it took too long for the "center" to get an army there to try to protect them. In fact, there was no army at all. And only if villages had long lasting quarrels did anyone even try to gather an armed force together to go and reestablish peace.
